A big japanese fishing fleet is spread over 38nm east to west. Greater than 10 boats with no AIS.
Later, from Gulf Harbour Radio. This report, and others relating to fishing nets and garbage in the same area, was communicated to the nz RCC. From there it goes to an organisation called ITOC which has representatives from various nz government agencies such as Police, defence, Maritime nz, security Intelligence services, Immigration. Their job is intelligence gathering and they liase with similar overseas agencies. Maritime nz also is involved with MARPOL and through the back door can talk to the Japanese representative. Reports of this sort are important
